Engage contractors quickly and compliantly through our Agent of Record (AOR) product or onboard international talent as employees in as little as two weeks through our Employer of Record (EOR) product. Atlas HXM handles the full lifecycle so that you can enter new markets without delay or legal complexity.
Built around the decision, not just the execution. Atlas HXM helps you get your hiring model right and keep it right. A documented classification analysis helps you to decide if your talent should be engaged as contractors or employees, with recurring classification checks to monitor and flag potential misclassification risks.
Deliver exceptional experiences to your employees with world-class benefits and local support teams. From day one, your talent receives personalized care, culturally relevant support, and locally compliant benefits that boost satisfaction and retention.
Get the workforce decision right and then execute it — whether you hire employees, engage contractors, or relocate talent across borders, all on one platform.
Atlas HXM acts as the legal employer for you in countries where you don’t have an entity established. This means that you can hire new international talent much faster and more cost-effectively, with less risk.
Engage independent contractors with compliance support built in. Start with a documented worker classification assessment — backed by Atlas HXM’s Classification Protection* — and engage your contractors with compliant onboarding and contractor payment.

GOT QUESTIONS? WE'VE GOT ANSWERS
Do you have questions about how Atlas HXM helps you engage your global workforce — as employees or as contractors? We've answered the most common ones about EOR, AOR, and global hiring and compliance.
An EOR manages the legal and administrative responsibilities of employment, including compliant hiring, payroll, taxes, benefits, and local labor law requirements. This removes complexity and reduces risk when employing talent internationally.
Both Employer of Record (EOR) services and local entity setup can support global expansion, depending on your timeline, scale, and risk appetite. Understanding the differences helps organizations choose the right model for each stage of growth.
Both EOR and Professional Employer Organization (PEO) models support HR operations, but they differ in legal responsibility, compliance requirements, and international hiring capabilities. Understanding the distinction is critical when expanding globally.
An Agent of Record (AOR) lets your company engage independent contractors compliantly while keeping your direct contract with them. Atlas HXM acts solely as your authorized agent — providing worker classification guidance, compliant onboarding, ongoing compliance support, and contractor payment facilitation — but never becomes the contracting party or the contractor’s employer.
EOR is for employees; AOR is for independent contractors. Under EOR, Atlas HXM becomes the legal employer and runs payroll. Under AOR, Atlas HXM has no employment relationship with the contractor — you contract with them directly and Atlas HXM acts as your authorized agent. Both follow from one worker classification decision, so you can engage someone as a contractor today and convert them to an employee via EOR when circumstances change.
Indirect EOR providers rely on third-party vendors to employ workers locally, which can introduce delays and compliance risk. A direct EOR like Atlas HXM owns and operates its local entities, providing faster onboarding, clearer accountability, and consistent global compliance.
Here’s how Atlas HXM stacks up against other EOR service providers:

Amounts exceeding these limits are not covered. All reimbursement claims must be made to Atlas HXM within 12-months from the latest classification assessment and no material change has occurred to the factors on which the original classification was based (including role scope, responsibilities, work location, or engagement terms).
