Competitive employers commonly supplement legal benefits with pension contributions where no sector scheme applies, hybrid-work support, learning budgets, wellness resources, and selective supplementary health coverage. These additions are market practices rather than universal legal entitlements.

What Are the Mandatory Employee Benefits in Netherlands?

Mandatory Dutch benefits include paid vacation, holiday allowance, statutory leave, sick pay, payroll social insurance, and transition payments in qualifying employer-led exits. Applicable collective agreements and compulsory industry pension funds can add sector-specific obligations.

Social Security and Pension Funds

Employees below AOW pension age generally pay a 27.65% national-insurance premium: AOW 17.90%, Anw 0.10%, and Wlz 9.65%. It generally applies to residents and nonresidents working in the Netherlands where Dutch legislation applies. Employer charges vary: AWf is 2.74% or 7.74%, Aof is 6.27% or 7.63%, Wko is 0.50%, Whk is employer-specific, and Zvw is 6.10%. The 2026 payroll rates are governed by the Wet financiering sociale verzekeringen. A pension is compulsory only where a sector fund or other mandatory arrangement applies.

Annual Vacation Entitlement

Employees accrue at least 4 times their agreed weekly working hours in paid statutory vacation each year under Burgerlijk Wetboek Boek 7. A full-time employee working 5 days weekly therefore normally receives 20 paid vacation days. Entitlement begins when employment starts and accrues pro rata during a partial year. A collective agreement or employment contract may provide additional days. The government confirms the statutory minimum vacation entitlement.

Sickness Income Protection

Under Burgerlijk Wetboek Boek 7, an employer must generally continue wage payment for up to 104 weeks of sickness. The statutory minimum is 70% of the employee's last-earned wage. During the first 52 weeks, pay must be at least the applicable statutory minimum wage; there is no equivalent statutory minimum-wage top-up in the second 52 weeks. A collective agreement or contract can provide more favorable pay. Different arrangements apply to pregnancy, childbirth, and organ donation.

Pregnancy and Maternity Absence

The Wet arbeid en zorg provides at least 16 weeks of pregnancy and maternity leave. Pregnancy leave starts 6 to 4 weeks before the expected birth date, followed by at least 10 weeks after birth. UWV pays a benefit equal to 100% of daily wage, capped at the statutory maximum daily wage. The total period can be extended when birth occurs after the expected date, and additional rules apply for multiple births and newborn hospitalization.

Partner Birth Leave

A qualifying partner receives birth leave equal to 1 times weekly working hours, taken within 4 weeks after birth, under the Wet arbeid en zorg. The employer pays 100% of salary for this initial leave. Afterward, the partner may take up to 5 times weekly working hours of additional birth leave within 6 months. UWV funds the additional period at up to 70% of daily wage, subject to the statutory maximum daily wage.

Care and Parental Time Off

Each qualifying parent has 26 times weekly working hours of parental leave per child under the Wet arbeid en zorg. Up to 9 times weekly working hours taken in the first year are paid by UWV at 70% of daily wage, subject to the statutory maximum; the balance is generally unpaid. Short-term care leave is capped at 2 times weekly working hours per 12 months and pays at least 70% of wage. Long-term care leave is capped at 6 times weekly working hours and is generally unpaid.

Official Public Holidays

The Netherlands has 11 official public holidays in 2026. There is no general statutory right to paid leave on these days and no statutory premium for working on one. Whether employees receive paid time off, must work, or receive premium pay or compensatory time is determined by the applicable collective agreement or employment contract. The government lists the official public holidays.

Termination Notice and Transition Pay

Notice ranges from 1 month for employer termination below 5 years of service to 4 months after 15 years. Under Burgerlijk Wetboek Boek 7, employer termination, non-renewal of a fixed-term contract, and termination after long-term incapacity can trigger transition pay of 1/3 monthly remuneration per year of service, prorated. The 2026 maximum is EUR 102,000 gross or one gross annual salary if higher. Resignation or normal AOW retirement does not itself create a statutory payment; serious employer culpability may lead to additional court-awarded compensation.

Holiday Allowance and Health Coverage

Employers must generally pay at least 8% holiday allowance on gross remuneration under the Wet minimumloon en minimumvakantiebijslag. Separately, people living or working in the Netherlands generally must obtain their own basic health-insurance policy under the Zorgverzekeringswet. The employer pays a 6.10% Zvw levy on employment income, while the nominal basic-policy premium is insurer-specific. The adult compulsory excess is EUR 385 in 2026. Occupational pension contributions are mandatory only if a compulsory sector or employer arrangement covers the employment.

Working Hours, Overtime, and Minimum Wage in Netherlands

The Arbeidstijdenwet does not set a universal ordinary daily or weekly schedule; normal hours and overtime thresholds are usually set by contract or collective agreement. Separately, the maximum including overtime is 12 hours per shift and 60 hours per week. Average hours may not exceed 55 weekly over 4 weeks or 48 weekly over 16 weeks, subject to permitted arrangements and special sector rules. There is no statutory overtime premium; pay or time off is contractual or CAO-based. The rules generally cover employees, with exclusions and special protections for certain groups. The statutory adult minimum wage is EUR 14.99 gross per hour for employees age 21 and over from July 1, 2026.

What Supplemental Benefits Do Netherlands Employers Typically Offer?

The following benefits are common market norms in the Netherlands, not universal legal entitlements. Employers should also check applicable collective agreements before setting policy.

Private Medical and Dental Coverage

Employer-paid private medical coverage is selective because employees generally buy their own compulsory basic policy. A typical employer contribution or collective-plan enhancement costs EUR 0-EUR 300 per employee annually, while full basic and supplementary funding can reach EUR 0-EUR 2,400. Employer-funded supplementary dental coverage typically costs EUR 120-EUR 600 yearly. Discretionary screen-glasses or optical reimbursement is commonly EUR 0-EUR 300.

Wellness and Learning Allowances

A typical professional-market wellness package combining mental-health access, fitness support, and preventive resources costs EUR 150-EUR 600 per employee annually. Discretionary learning budgets commonly range from EUR 500-EUR 2,500 annually, often alongside internal learning platforms and role-specific training. These are market norms. Training that is mandatory or essential for the role should be addressed separately from a discretionary development allowance.

Hybrid Work Support

Hybrid schedules, flexible hours, home-office equipment, and home-working allowances are common market practices for job-feasible roles. A typical policy provides 2-3 home-working days per week. The 2026 tax-free home-working allowance is EUR 2.45 per day. Employees have a statutory framework to request changes to workplace, hours, or working patterns, but working from home is not an unconditional legal right.

Thirteenth-Month Bonus

A 13th-month salary is customary in parts of the market, particularly larger employers, financial services, and CAO-covered settings, but it is not universal. A full 13th month typically equals one additional gross monthly base salary, approximately 8.33% of annual base salary. A year-end bonus may instead be a stated percentage of annual salary. Either payment becomes binding when included in a contract or applicable CAO.

How Much Do Employee Benefits Cost in Netherlands?

Total employer cost depends on salary, holiday allowance, variable payroll charges, pension coverage, and optional benefits. Contract type, employer size, Whk rate, and applicable pension arrangements materially affect the result.

Common Compliance Mistakes When Hiring in Netherlands

1. Misclassifying Basic Health Insurance

Do not present Dutch basic health insurance as an employer-provided private medical benefit. Distinguish the employer's 6.10% Zvw levy, the employee's insurer-set premium, optional supplementary cover, and any employer contribution.

2. Ignoring Applicable Collective Agreements

A CAO can set more favorable leave, pay, overtime, pension, holiday, and bonus terms. Check whether a sector agreement or compulsory pension fund applies before issuing an offer or calculating employment cost.

3. Treating a Thirteenth Month as Automatic

A 13th-month payment is not generally statutory, but it can become binding through a contract or CAO. Define eligibility, proration, payment timing, treatment for leavers, and pensionability in writing.

4. Underestimating Sick Pay Exposure

The employer sick-pay obligation can last 104 weeks at at least 70% of wage. Account for year-one minimum-wage protection, absence-management obligations, and any enhanced CAO or contractual pay commitment.

5. Using Discretionary Budgets for Required Training

Mandatory, CAO-required, or role-essential training may need employer funding and working-time treatment. Do not rely on a capped personal learning budget or repayment clause where statutory training protections apply.
